The aim of this paper is to investigate the roots of the stagnation in the Italian total factor productivity (TFP). The analysis focuses on the specific pattern of technical progress in determining the dynamics of the TFP. This analysis cannot be done with Cobb-Douglas technology, but requires the employment of a constant elasticity of substitution (CES) production function that allows distinguishing between the direction and the bias of technical progress. We employ a CES specification embodying both labor- and capital-augmenting technical change, with a σ less than 1. We obtain three main results. (1) There seems to have been a structural break around the mid-1990s in the direction and bias of technological change; (2) The first half of the sample features a labor-augmenting technical change and a capital bias; and (3) In the second part of the sample, both these characteristics seem to disappear, and the evolution of factor endowments assumes a key role. This fact may be seen as one of the potential causes of the stagnation in Italian productivity.  相似文献

Research on the effect of information and communication technology (ICT) on productivity in developed countries is already extensive, but the spillover and time-varying effects of ICT investment across economic activities have been only minimally explored. This paper investigates the impacts of ICT and its spillovers on productivity in Canada, focusing on heterogeneity across provinces and industries over time. The panel data estimation model includes 10 provinces with diverse economic activities for the period 1990–2008, and the two-digit level industries for the period 1981–2008. The findings show that ICT has a positive impact on labour productivity, but the effects vary significantly across provinces, industries, and time. Specifically, while provinces with higher shares of manufacturing and services in their GDP have reaped the benefits of ICT investment, other provinces primarily dependent on natural resources and agriculture are lagging behind. The industry-level analysis also reveals that manufacturing and services industries have benefited from ICT investment much more than primary sector industries. The results further indicate that ICT investment in the USA, a major trading partner, has spilled over to some Canadian provinces and industries and that the overall ICT effects are stabilized in those ICT-intensive provinces and industries.  相似文献

A diverse range of innovative solutions based on Free-and-Open-Source Software (FOSS) have been developed for marginalized communities in developing countries. It has been suggested that such small-scale and home-grown solutions (e.g. mobile phone apps), usually championed by social enterprises (SEs), are more likely to introduce pro-poor change than infrastructure heavy ICT initiatives designed by state and other international actors. In the Indian context, FOSS-based social innovations (SIs) introduced by SEs are helping poor communities tackle previously thought-to-be unresolvable socio-economic problems. An interesting question, therefore, would be: in what ways is the SE model and approach uniquely equipped to develop FOSS-based SIs that deliver pro-poor change? The empirical component of the research attempts to shed light on this question by uncovering the nuts and bolts of the development methodology deployed by an SE during the coding and launch of an FOSS-based SI. Findings highlight the significant role of the founder's social vision; the challenges of accurately capturing and translating to software developers the nature and nuance of social problems; and, the incumbent issues in putting together a methodology that creates active user engagement throughout the software development process, overcoming difficult barriers such as language and culture.  相似文献

The employability of graduates is often reduced to lists of de‐contextualised skills that graduates may or may not have and which may or may not translate to prized graduate positions. Recently, internships have become the way in which graduates acquire and demonstrate work‐readiness to potential employers. This article examines a particular type of internship in the ICT sector, namely placements incorporated in degree education. The findings suggest that while internships can enhance employability and indeed be a mechanism for accessing permanent jobs, more often, instead of ‘learning to labour’, interns are expected to be productive workers. A mini labour market operates at the undergraduate level that advantages those already possessed of the required soft skills. The emphasis on soft skills signals a shift in the nature of ICT work with attendant implications for education of workers in this sector, revealed by anchoring employability to particular labour process(es).  相似文献

New information and communication technologies (ICTs) are fast becoming an inevitable and necessary part of rural development projects in Asian countries. Since 2004, about 10,000 Rural ICT Offices have been opened in Iran to improve the lives of those living in rural communities. This research aimed at investigating the influence of the Mazijan ICT Office on the lives of villagers and its success correlates. Data was collected through archival records, observations, structured face-to-face interviews with 210 users, semi-structured face-to-face interviews with the office operator, and six local officials and leaders. Findings were contrasted with the literature to provide more generalized lessons. Results revealed that the Mazijan office was successful in some aspects especially in reducing the need for travels, but not successful in creating job opportunities. Significant positive relationships were found between users' ICT literacy, satisfaction with the services and extent of using services with the extent to which their lives were influenced by the office. The main lessons for promoting the success of telecenters included careful considerations to be given to rural ICT capacity building, improvement of rural telecommunication infrastructures, and providing multiple low-cost and financially viable services.  相似文献

Crowd employment platforms enable firms to source labour and expertise by leveraging Internet technology. Rather than offshoring jobs to low‐cost geographies, functions once performed by internal employees can be outsourced to an undefined pool of digital labour using a virtual network. This enables firms to shift costs and offload risk as they access a flexible, scalable workforce that sits outside the traditional boundaries of labour laws and regulations. The micro‐tasks of ‘clickwork’ are tedious, repetitive and poorly paid, with remuneration often well below minimum wage. This article will present an analysis of one of the most popular crowdsourcing sites—Mechanical Turk—to illuminate how Amazon's platform enables an array of companies to access digital labour at low cost and without any of the associated social protection or moral obligation.  相似文献

In this paper, we characterise and compare status and evolution of the ICT industry of the six major global economies in ICT: China, the EU, Japan, Korea, Taiwan and the USA. For this, we employ official data covering the period 2006–2009. Our analysis shows that although the EU is the largest economy of the world, it is the least ICT-specialised economy of all six major ICT economies. The USA is clearly the top global player in ICT in many respects. In both ICT Manufacturing and ICT Services it has the largest Value Added, BERD, BERD intensity and labour productivity. We further observe that China has, by far, the largest number of employees in both ICT Manufacturing and Services, while its level of ICT BERD remains low. China is however an emerging economy and economic indicators of its ICT sector have strongly grown from 2006 to 2009. Japan׳s ICT sector has a larger weight in the national economy than those of the USA, EU, and China. Moreover, it is the country from which the highest number of ICT patent applications originate. We also find that, of all six major global economies in ICT, Taiwan and Korea have the most ICT-specialised economies, with a strong orientation towards Manufacturing. Finally, we discuss selected results of our analysis and conclude the paper with tentative policy implications for the EU.  相似文献

In the contemporary ICT environment, we are confronted with a growing number of failing innovations. New technological innovations often fail because too much attention is still given to (technical) product-related features without taking into account the most important parameters of user acceptance. In addition, suppliers of ICT products often lack accurate insight into the distinguished profiles of their (potential) target audience. In this article theoretical considerations and empirical results on this matter are highlighted. First of all, an approach is proposed in which more traditional and often scattered vision(s) on adoption determinants are broadened into an integrated framework. The approach provides a stronger base for better targeting of (new) users of technologies. Secondly, the authors elaborate on this by rethinking these determinants with regard to later adopters. Later adopters (or even non-adopters/users) are often ignored in technology acceptance research. However, especially for policy purposes, the understanding of why people do not adopt or do not use ICT is strongly relevant in the light of the development of an inclusive information society. Both approaches are illustrated by case studies starting from a common list of nineteen ICT appropriation determinants. This framework enables to better profile both earlier and later adopters as well as it allows to formulate recommendations how to bring innovations in the market. Summarizing, this contribution offers an integrated approach on technology acceptance research by bridging the gap between a market and a policy-oriented point of view.  相似文献
